Philippine Department of Trade and Industry Enforces Price Freeze Amid Calamities

The DTI intensifies monitoring of basic necessities in disaster-affected regions as price regulations are applied.
MAKATI CITY, PHILIPPINES—The Department of Trade and Industry (DTI) is actively engaged in monitoring the prices and supply of essential goods across the Philippines, particularly in regions recently impacted by natural disasters.

Following the automatic activation of price freezes in calamity-affected areas, the DTI emphasizes its commitment to maintaining market stability nationwide.

“Every Filipino affected by these calamities should know that the DTI is here for you,” stated Secretary Cristina A. Roque.

She reiterated the government's dedication to ensuring that basic necessities remain accessible and affordable for families in these challenging times.

In line with President Ferdinand R. Marcos Jr.'s vision under the 'Bagong Pilipinas' initiative, DTI teams are deployed throughout the country, engaging with retailers and conducting price checks to support consumers.

This proactive approach seeks to alleviate potential burdens on residents in disaster-affected areas.

In response to ongoing rehabilitation works on the San Juanico Bridge, the DTI has reminded businesses in the province of Samar of the 60-day price freeze currently in effect on basic necessities.

This measure is designed to inhibit undue price increases and protect consumers in the region.

A state of calamity has recently been declared in Datu Piang, Maguindanao del Sur, and Kumalarang, Zamboanga del Sur, due to severe rainfall and flash flooding caused by the intertropical convergence zone (ITCZ).

Consequently, a 60-day price freeze on basic necessities has been automatically implemented in these areas.

Under Republic Act No. 7581, or the Price Act, as amended by RA 10623, prices of basic necessities are automatically frozen at their existing rates for a period of sixty days when a state of calamity is proclaimed.

This freeze is subject to termination after 60 days unless a prior order from the President lifts it.

To reinforce price stability and availability of goods, the DTI continuously oversees essential items including canned fish, locally produced instant noodles, bottled water, bread, processed milk, coffee, candles, laundry soap, detergent, and salt.

The DTI regularly updates and publishes the prevailing prices of these items in areas designated as under a state of calamity on its official website.

The DTI has cautioned business establishments that non-compliance with the price freeze can result in penalties as stipulated by the Price Act.

Offenders may face imprisonment ranging from one to ten years or fines between PHP 5,000 and PHP 1,000,000, or both, depending on the court's determination.

Consumers are encouraged to report any retailers, distributors, and manufacturers selling basic necessities above the established pricing.

Violations can be reported through the DTI Consumer Complaints Assistance and Resolution System (CAReS) or by visiting a nearby DTI Regional or Provincial office.
