SEC Issues Guidelines to Combat Rise of Deepfake Scams

MANILA, Philippines — Amid the growing concern over the misuse of deepfake technology to perpetrate fraud in investment sectors, the Securities and Exchange Commission (SEC) has issued a comprehensive set of guidelines to aid the public in identifying potential scams.

Deepfakes consist of synthetic videos, audio recordings, or images generated through artificial intelligence (AI), designed to convincingly replicate the likenesses of real individuals.

The SEC has emphasized that deepfakes pose significant challenges to differentiating authentic content from manipulated material, particularly in contexts where they are deployed to impersonate public figures, financial experts, or celebrities endorsing investment schemes.

High-profile individuals such as Ramon Ang, Enrique Razon Jr., and Manuel Villar Jr., alongside reputable companies like Ayala Corp. and JG Summit, have reportedly been victims of exploitation by scammers leveraging their recognized images to mislead potential investors.

The commission noted that such fraudulent practices not only threaten individual investors but also have broader economic and societal repercussions that necessitate urgent attention.

To assist the public, the SEC recommends conducting careful analysis when engaging with content that raises suspicion.

Among the guidelines, the SEC advises individuals to scrutinize the source of the content, considering the context and intent behind it.

Key warning signs include claims promising guaranteed high returns with minimal risk, messages conveying urgency or exclusivity, and unverifiable endorsements purportedly made by celebrities or government officials on unofficial platforms.

The SEC also highlighted the significance of being cautious about content that encourages immediate action, particularly when it involves downloading unfamiliar applications, clicking on dubious links, or sharing personal information.

To aid in the detection of deepfakes, the SEC has listed indicators such as unnatural facial movements, inconsistent lighting, and audio that does not align with the visual components.

It has urged the public to be wary of endorsements that are limited to social media platforms or messaging applications, and has advised against providing financial or personal information via unverified links or content.

Through these actions, the SEC aims to enhance public awareness and foster a more informed investment environment as the prevalence of deepfake technology continues to rise.
