Philippine National Police Launch Tracker Team for Arrest of Convicted Former Police General

Intensified manhunt operations initiated for Rafael Dumlao, convicted of kidnapping and murder of a Korean businessman.
The Philippine National Police (PNP) has established a dedicated tracker team to intensify efforts in locating former police general Rafael Dumlao, who has been convicted in the high-profile kidnapping and murder case of Korean businessman Jee Ick Joo.

PNP chief General Rommel Marbil stated that continuous operations will be conducted to apprehend Dumlao, emphasizing that he has evaded capture, ostensibly due to his familiarity with police procedures.

In a recent press interaction, General Marbil remarked on Dumlao’s previous indications of a willingness to surrender, noting, "Initially, he had expressed some feelers for surrender, but currently, we have no indication of that.

We have visited all potential locations where he might be hiding, although I prefer not to disclose specific places."

Dumlao, implicated as the mastermind behind the kidnapping and murder of Jee Ick Joo in 2016, was arrested by police operatives who posed as members of an anti-drug task force during a crackdown associated with President Rodrigo Duterte's controversial anti-narcotics campaign.

Reports indicate that Jee was abducted from his home in Angeles City, Pampanga, and subsequently taken to Camp Crame, the PNP’s national headquarters, where he was allegedly killed.

It has been alleged that his remains were cremated and disposed of by being flushed down a toilet, reportedly on Dumlao's orders.

In 2019, the Regional Trial Court (RTC) in Angeles City acquitted Dumlao of the charges.

However, this decision was overturned by the Court of Appeals (CA) in July 2024, which sentenced him to reclusion perpetua, meaning he faces a prison term of 20 to 40 years without the possibility of parole.

Furthermore, Dumlao has been ordered to pay the victim’s family P350,000 in damages relating to the kidnapping and homicide.

On May 25, 2025, Executive Secretary Lucas Bersamin instructed all relevant law enforcement agencies to enhance their efforts to find and apprehend Dumlao.

Council records indicate that Dumlao is believed to remain within the Philippines.

Bersamin stated that this action aligns with the Philippine government's commitment to cooperating with the Korean embassy and supporting the Korean community following a recent meeting.
