Philippine Government Opens Employment Opportunities for K-12 Graduates

Senior high school graduates can now apply for entry-level positions in the public sector following a new resolution.
MANILA, Philippines — Graduates of senior high school (K-12 program) are now eligible for entry-level government positions, following the issuance of a new resolution by the Civil Service Commission (CSC) under the administration of President Ferdinand Marcos Jr. The initiative aims to enhance employment opportunities for young Filipinos in the public sector.

On March 6, 2025, the CSC released Resolution No. 2500229, which amends the qualification requirements for initial government positions to include graduates of senior high school.

According to Presidential Communications Undersecretary Atty.

Claire Castro, this amendment is applicable to individuals who have completed Grade 10 and Grade 12 since 2016, as well as those who have graduated from the technical-vocational (tech-voc) track with a TESDA NC II Certification.

The CSC's reform seeks to align the qualifications for clerical, custodial, and other sub-professional positions with the outcomes of the K-to-12 education system.

The amended guidelines acknowledge the educational advancements made since the K-to-12 program's implementation.

However, the CSC clarified that positions requiring specific college degrees or those that are regulated through board examinations or legislation are still not included under the new policy.

Applicants must continue to meet other qualifications, such as relevant training, experience, and civil service eligibility, to be considered for appointments.

Decisions regarding appointments will remain under the jurisdiction of the appointing officer and the regulations set by the CSC.

In related educational initiatives, Senator Christopher “Bong” Go has expressed commitment to further enhance the country's education system, emphasizing the necessity for accessible and inclusive educational programs.

Senator Go referenced the successful enactment of the Universal Access to Quality Tertiary Education Act during his previous term and highlighted efforts to expand such initiatives.

Furthermore, the EcoWaste Coalition has appealed to candidates from the recent 2025 midterm elections to take responsibility for cleaning up campaign materials and waste left behind after the electoral process, highlighting a recurring issue regarding environmental accountability.

The Metropolitan Manila Development Authority reported that approximately 6.1 tons of waste were collected during the election period.

The Commission on Elections (COMELEC) has also begun distributing honoraria to teachers who served in the recent elections, with amounts ranging from ₱9,000 to ₱12,000, following an approval for a ₱2,000 increase by the Department of Budget and Management (DBM).

Additionally, the Department of Trade and Industry (DTI) has announced efforts to bolster micro, small, and medium enterprises (MSMEs) during the VIA Vendor Fair 2025, emphasizing the importance of innovation, sustainability, and compliance in fostering business growth.

The event showcased initiatives aimed at empowering Filipino entrepreneurs through streamlined government processes and enhanced support mechanisms.

Lastly, the Philippine government plans to make retail Treasury bonds available through the e-wallet service GCash, aiming to simplify access to government securities for retail investors.

This step is expected to enhance financial inclusion and promote investment among the public, with the Bureau of the Treasury set to issue the 31st tranche of retail Treasury bonds later this year.
