Philippine Government Launches National Action Plan for Unity, Peace and Development 2025-2028

Philippine Government Launches National Action Plan for Unity, Peace and Development 2025-2028

The Office of the President mandates the implementation of a comprehensive strategy aimed at sustainable peace and development in the Philippines.
The Office of the President of the Philippines has issued a memorandum adopting the National Action Plan for Unity, Peace and Development (NAP-UPD) for the period of 2025-2028. Signed by Executive Secretary Lucas Bersamin, Memorandum Circular 83 outlines the government's directive to implement specific action plans and strategies focused on addressing the underlying causes of insurgency and local armed conflicts in the country.

The NAP-UPD 2025-2028 is designed to promote inclusive and sustainable peace and aligns with the National Security Policy for 2023-2028 as well as the Philippine Development Plan for the same period.

These governmental frameworks emphasize a commitment to an integrated, transparent, people-centered, and human rights-based approach to peace and security.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) has been designated as the lead agency for the execution of the NAP-UPD 2025-2028. This task force is responsible for monitoring and evaluating the implementation of various programs, activities, and projects as stipulated in the plan.

In addition to overseeing the execution of the action plan, the NTF-ELCAC is mandated to provide annual reports to the Office of the President through the Office of the Executive Secretary.

The reports will detail the progress and efficacy of the NAP-UPD's initiatives.

Furthermore, the task force is instructed to research and suggest additional measures that could support the plan's objectives, aiming for a holistic approach to achieving peace and stability across the Philippines.
