Voting and Election Results in the 2025 Philippine National and Local Elections

Partial results reveal significant political shifts, including gubernatorial upsets and family dynasties in key cities.
Cebu City, Philippines – Voting for the National and Local Elections was held on May 12, 2025, with official proclamations and results beginning to emerge early on May 13. At the City Central Elementary School in Cebu City, polling proceeded smoothly as voters cast their ballots in various local and national races.

In Bacolod City, the City Board of Canvassers, chaired by Acting Bacolod election officer Revo Sorbito, proclaimed the election results at approximately 3:20 a.m. on May 13. Incumbent Bacolod City Mayor Alfredo Benitez was declared the winning congressman, while Congressman Greg Gasataya was proclaimed mayor.

Claudio Puentevella has been elected vice mayor alongside 12 councilors, including Caesar Distrito and Celia Flor, among others, all affiliated with Team Asenso.

Davao City showcased the continuing political influence of the Duterte family, with five family members contesting and leading in various local positions according to partial results from the Commission on Elections (Comelec).

In Cebu Province, the Provincial Board of Canvassers officially proclaimed Glenn Soco as the vice governor-elect, alongside various congressional candidates including Duke Frasco and Karen Garcia, both of whom secured considerable votes.

Soco's election complements the continued political presence of established local leaders, including the newly emphasized role for Garcia, wife of Congress member Pablo John Garcia.

Notably, gubernatorial candidate Pam Baricuatro achieved a significant upset against five-time incumbent Governor Gwendolyn Garcia, garnering 1,107,924 votes compared to Garcia's 765,051, as confirmed during a proclamation ceremony held on May 13. Following the announcement, a motion to suspend Baricuatro's proclamation was filed by Garcia's camp, awaiting further directives from national election authorities.

Additional outcomes in Cebu included the election of Councilor Nestor Archival as mayor and former Mayor Tomas Osmeña as vice mayor in Cebu City.

In Bantayan, Dr. Juvel Ducay made history by winning a council seat without financial campaigning, gathering 20,778 votes.

Lapu-Lapu City also witnessed a resounding victory for the Team KAABAG slate, maintaining a complete council with former Lone District Representative Cynthia "Cindi" King-Chan stepping into the mayoral role corresponding to her husband's exit to Congress.

The election atmosphere remained strictly monitored, with temporary suspensions of vote canvassing noted in Cebu due to untransmitted election returns and disruptions at a polling precinct in Mandaue City caused by brief electrical issues.

Despite these challenges, the Commission on Elections reported that the voter turnout reached 62.68% across the region's municipalities.

Proclamations throughout the provinces reflected a varied political landscape, with established candidates retaining their positions alongside new faces emerging within the political hierarchy, shaping the future governance structure in several key regions of the Philippines.
