Philippines Sees Alarming Surge in HIV Cases Among Youth

The Department of Health (DOH) in the Philippines has reported a staggering 500% increase in newly diagnosed cases of Human Immunodeficiency Virus (HIV), particularly among the youth aged 15 to 25. As of June 3, 2025, the daily tally of new infections has reached between 40 and 57. The total number of active HIV cases in the country now stands at approximately 150,433.

Health Secretary Teodoro Herbosa emphasized that the Philippines is experiencing the fastest-growing HIV epidemic in the Western Pacific Region, drawing urgent attention to the issue.

Recent data indicate that from January to April 2025 alone, there were 6,703 new infections, reflecting a 44% year-on-year rise.

This trend represents a worrying demographic shift in HIV diagnoses, with the youngest recorded case being a 12-year-old from Palawan.

Historically, the age group most affected by HIV has shifted from older adults (ages 35-49) to younger individuals aged 25-34, revealing an increasing prevalence among adolescents and young adults.

Currently, four out of five diagnosed cases are in individuals under 35, with about 30% of new cases in the 15 to 24 age group.

The DOH has noted that sexual contact remains the primary mode of HIV transmission, particularly among males engaging in sexual activities with other males, which accounts for 95% of new cases.

Herbosa urged that HIV poses a more significant public health challenge than monkeypox (Mpox) and called for a comprehensive, societal approach to reduce new infections.

In Cebu City, Dr. Kimberly Mae Sanchez from the local health department reported 110 new HIV cases in the first quarter of 2025, highlighting the local implications of the national surge.

The city logged a total of 477 cases throughout 2024, further emphasizing the urgent need for increased awareness and early testing among the youth.

To combat the rising incidence of HIV, the DOH is advocating for a declaration of a national public health emergency, which would aim to galvanize community efforts towards prevention, testing, and treatment.

The department has made available free and confidential HIV testing, and it encourages the public to utilize prevention methods such as condom use and pre-exposure prophylaxis (PrEP).

Furthermore, the DOH has stressed the importance of dispelling myths surrounding HIV and emphasized that people living with HIV should not be ostracized.

The agency's goal is to achieve a 95% rate in HIV diagnosis, treatment, and viral load suppression by 2030. Current figures indicate that 55% of those needing diagnosis, 66% in treatment, and only 40% achieving viral suppression are reflective of significant progress, although much work remains.

The alarming rates of new infections call for heightened urgency in addressing this critical public health issue.
