Philippine Bus Driver Loses License After Deadly SCTEX Crash

MANILA, Philippines — The Land Transportation Office (LTO) has permanently revoked the driver's license of Teodoro Merjan, the bus operator involved in a fatal multi-vehicle collision at a toll plaza on the Subic-Clark-Tarlac Expressway (SCTEX) on May 1, 2025. This revocation prohibits Merjan from driving for life following his refusal to undergo a mandatory drug test.

During a press briefing on May 5, LTO Chief Vigor Mendoza II confirmed the decision and highlighted that Merjan had tested negative for alcohol when tested after the incident.

A subsequent drug test conducted by the Philippine National Police (PNP) on May 4 also returned negative results.

However, Merjan admitted to dozing off while driving, which contributed to the bus's excessive speed leading into the toll plaza.

The collision resulted in 10 fatalities and left 37 others injured, including minors.

In light of the incident, Merjan faces multiple criminal charges, including homicide, frustrated murder, and physical injuries, which are now being processed by the Tarlac City Prosecutor's Office.

In addition to the legal repercussions faced by Merjan, the bus company he worked for, Solid North Bus, is expected to face civil lawsuits.

The Department of Transportation (DOTr) has indicated intentions to seek compensation beyond what is covered by the company’s third-party liability insurance.

Transportation Secretary Vince Dizon stated, 'We will file civil cases against Solid North,' emphasizing the need for accountability and restitution for the victims.

Responding to the incident and similar past events, the Land Transportation Franchising and Regulatory Board (LTFRB) has mandated that all Solid North buses undergo comprehensive motor vehicle inspections to ensure roadworthiness.

Furthermore, all drivers at Solid North will now be required to undergo drug testing in accredited clinics every three months, with assistance from the Philippine Drug Enforcement Agency (PDEA).

This policy extends to bus conductors as well, reflecting a broader initiative to enhance safety measures.

Secretary Dizon noted the revocation of licenses for 98 drivers who tested positive for drug use during the recent Holy Week, illustrating the government's rigorous stance on maintaining safety standards within the public utility vehicle sector.

The DOTr has initiated an extensive review to ensure that no drivers operating vehicles have revoked licenses and has warned public utility vehicle firms that failure to comply may result in franchise revocation.

To further qualify the safety of public transport, the DOTr is also pursuing reforms to improve driver education and establish a Public Transport Safety Board.
