In conjunction with Lotilla's new role at the DENR, Energy Undersecretary Sharon S. Garin has been designated as the DOE's officer-in-charge (OIC).

Garin has been a proponent of nuclear energy initiatives and offshore wind development, indicating a continuity of focus on diverse energy sources within the department.

This reshuffle comes in the wake of President Marcos' call for courtesy resignations from all cabinet secretaries, part of a broader strategy for recalibrating governance and leadership within the national administration.

Analysts have begun to evaluate the potential implications of Lotilla's transition to the DENR.

Juan Paolo Colet, managing director at Chinabank Capital Corp., remarked on the possible advantages of shifting an energy leader to an environmental role, suggesting that Lotilla's experience could facilitate the permitting processes essential for energy projects.

Collet emphasized Lotilla's previous contributions to advancing the government's renewable energy agenda, expressing hope that the new leadership can maintain momentum in enhancing energy security and affordability in the country.

Michael Ricafort, chief economist of Rizal Commercial Banking Corp., stated that the cabinet reshuffle could expedite environmental permitting for new and existing energy projects, particularly in the renewable energy sector.

Ricafort noted the necessity of an integrated approach to attract foreign investments to the nation's energy landscape.

As of now, the DOE has not released an official statement regarding the leadership change, and President Marcos has yet to announce Lotilla's successor as Energy Secretary.
