The family of Leo Vergel Fin Suico, a 27-year-old man with a disability, is demanding justice following his fatal shooting by an off-duty police officer in Barangay 6, Tuburan, Cebu, on June 13, 2025. Suico was reportedly asleep when he was shot in the head and nape.

The alleged assailant, identified as Staff Sergeant Florante Peruchu Hoyle, serves in the Investigation and Detective Management Unit of the Cebu City Police Office (CCPO).

According to Milagros Suico, the victim's mother, her son woke up upon hearing a gunshot before Hoyle entered their home and shot him.

Milagros expressed her anguish, stating in Cebuano, "I am calling for justice for my son… my PWD son was killed so easily,” emphasizing her desire for accountability from the officer.

Eyewitness accounts suggest that prior to the shooting, Hoyle had an altercation with a group of local youths, including Leo’s brother, who was allegedly struck by the officer with his firearm during the confrontation.

The body of Leo Suico has been scheduled for autopsy as part of the legal proceedings that are anticipated to follow, specifically a murder case against Hoyle.

The Cebu City Police Office has initiated an investigation, with Lt. Col. Maria Theresa Macatangay confirming that they are collaborating with the Tuburan police chief to collect information regarding the incident.

The CCPO is poised to proceed with both criminal and administrative charges against Hoyle; the Tuburan police will handle the criminal aspect while the CCPO oversees the administrative investigation.

Following the incident, Hoyle’s police service firearm and badge have been confiscated.

Macatangay assured that due process will guide the investigation and subsequent actions, stating that if aggravating circumstances are identified, they will be included in the case files.

Should Hoyle be found guilty, he faces potential dismissal from the police force and imprisonment.
