Water Bill Adjustments for Maynilad and Manila Water Customers Announced for Q3 2025

Maynilad customers will face an increase, while Manila Water customers will see decreases in their bills starting July 1, 2025.
The Metropolitan Waterworks and Sewerage System (MWSS) has announced adjustments to the water tariffs for both Maynilad Water Services Inc. and Manila Water Company, Inc. for the third quarter of 2025, which will take effect on July 1.

In a briefing held to discuss these changes, MWSS Regulatory Office Chief Regulator Patrick Ty confirmed that customers of Maynilad will experience a slight increase in water bills.

For residents consuming 10 cubic meters or less, the increase will be ₱0.01; those consuming 20 cubic meters or less will see an increase of ₱0.05, while consumers of 30 cubic meters or less will face a ₱0.11 rise in their rates.

Notably, enhanced lifeline consumers will not be affected by these changes.

The adjustments stem from the approved foreign currency differential adjustment (FCDA), a mechanism that allows water suppliers to modify rates quarterly based on foreign exchange rate fluctuations.

Ty detailed that Maynilad would implement an FCDA of -0.64 percent of its 2025 average basic charge of ₱52.40 per cubic meter, amounting to a reduction of ₱0.329 per cubic meter.

This represents a marginal increase from the previous quarter's implemented FCDA of -₱0.334 per cubic meter.

The MWSS chief pointed to the weakening of the Philippine peso against the Japanese yen and euro as contributing factors to the upcoming price adjustments, contrasting this with the peso's relative strength against the US dollar.

Ty emphasized that Maynilad and Manila Water operate with different foreign currency loan portfolios, impacting their respective rate adjustments.

Conversely, Manila Water customers will benefit from a decrease in their billings.

Customers consuming 10 cubic meters or less will see a reduction of ₱0.55; those using 20 cubic meters or less will experience a ₱1.20 decrease, while consumers of 30 cubic meters or less will receive a discount of ₱2.45 in their bills.

Manila Water's FCDA application will reflect an increase of 1.12 percent of its 2025 average basic charge of ₱47.10 per cubic meter, amounting to ₱0.52 per cubic meter, which marks a decrease from the previous quarter's FCDA of ₱0.65 per cubic meter, resulting in an average adjustment downward of ₱0.12 per cubic meter.

These adjusted rates will apply to all eligible customers beginning July 1, reflecting the ongoing fluctuations in global foreign exchange and local economic conditions.
