Suspension of Proclamation Opens Door for Gabriela Women’s Party in Philippine Congress

Kabataan Partylist's Congresswoman-elect Renée Co expresses hope for Gabriela's inclusion as Duterte Youth's and Bagong Henerasyon's proclamations face suspension.
In a significant development within the Philippine political landscape, the reelected Kabataan Partylist has expressed optimism regarding the potential inclusion of Gabriela Women’s Party in the 20th Congress following the announcement of the suspension of the proclamations for the Duterte Youth and Bagong Henerasyon party-lists.

Congresswoman-elect Renée Co, who is the first nominee of Kabataan, welcomed the decision which can influence party-list representation in the House of Representatives.

Co remarked, “Deserve,” in response to the announcement regarding Duterte Youth’s suspended proclamation, indicating that this may be a pivotal moment for youth representation.

The suspension was confirmed by Commission on Elections (COMELEC) Chairman George Garcia, who stated that the proclamations for Duterte Youth and Bagong Henerasyon are suspended due to pending legal cases against both parties.

The Duterte Youth party-list secured over 2 million votes, earning it three seats in the House, while Bagong Henerasyon, with over 300,000 votes, attained one seat.

With only 63 seats available for party-list representation, the suspension leaves open the possibility for parties ranked below these groups to gain representation.

Gabriela Women’s Party ranked 55th in the recent Eleksyon 2025, just below Philreca, and was unable to secure a seat despite its advocacy for women's rights and issues affecting women.

Co noted that the low vote counts for Gabriela and other allied parties, including Bayan Muna, can be attributed to incidents of ‘red-tagging,’ a practice that associates individuals or groups with communism or insurgency, often used to undermine their credibility.

In light of these developments, Co confirmed that Kabataan intends to introduce legislation aimed at criminalizing red-tagging to protect lawmakers and activists from such allegations.

The political situation remains fluid as both Duterte Youth and Bagong Henerasyon await the outcomes of their respective legal challenges, and the ramifications could potentially reshape the dynamics within the House as the 20th Congress convenes.
