Former Mayor Alice Guo Charged with 62 Counts of Money Laundering

Alice Guo faces serious legal repercussions alongside family members and business associates for alleged money laundering linked to illegal gaming operations.
The Department of Justice (DOJ) in the Philippines has formally charged Alice Guo, former mayor of Bamban, Tarlac, with 62 counts of money laundering.

Currently, Guo is detained at Pasig City Jail.

She faces 26 counts of violating Section 4(a) of the Anti-Money Laundering Act (AMLA), relating to transactions involving funds derived from illegal activities.

Additionally, she is charged with five counts under Section 4(b) of the same law for converting, transferring, purchasing, or using the proceeds of illegal activities.

The charges also extend to Guo's family members, including her parents Jian Zhong Guo and Lin Wenyi, her siblings Shiela and Seimen, as well as 26 other officials connected to operations of Philippine Offshore Gaming Operators (POGO).

They are accused of violating Section 4(d) of AMLA for conspiracy to commit money laundering.

A resolution issued by a DOJ panel of prosecutors detailed that income generated from POGO activities at the Baofu compound, owned by Guo's real estate company, was allegedly funneled into other family businesses.

The Baofu property has been subject to three search warrants due to illegal operations associated with Hongsheng, a POGO operator involved in online gambling, internet fraud, and related cybercrimes.

In 2023, authorities apprehended over 300 foreign nationals, predominantly of Chinese descent, during a raid on the premises.

A subsequent raid on March 13 of the previous year targeted the Baofu compound, which was reportedly under the control of Zun Yuan, after the premises were implicated in labor trafficking, cryptocurrency scams, love scams, and investment fraud.

Prosecutor General Richard Anthony Fadullon confirmed that the case was filed in court in Capas on May 23, stemming from a resolution released in January.

He noted that the complexity of preparing the necessary documentation and evidence contributed to the delay in filing the charges.

This allegation marks the eighth case against Guo, who has previously faced charges of qualified trafficking in persons, civil forfeiture, graft, material misrepresentation, and falsification of public documents.

The DOJ is currently investigating four additional cases involving allegations of falsification by a notary public, perjury, obstruction of justice, and violations of the Anti-Dummy Law in relation to properties in Pangasinan.

New cases of qualified trafficking and graft related to personnel of the Philippine Amusement and Gaming Corporation (PAGCOR) are also underway.
